Elemental Precision moved from Tier 1 to Tier 2. Reduces the mana cost and chance targets resist your Frost and Fire spells by 1/2/3%. (Formerly: increased your chance to hit by 1/2/3%.)
Empowered Frostbolt reduced to 2 ranks, increases damage by 5/10% (was 2/4/6/8/10%) of spell power and increases critical hit chance by 2/4% (down from 1/2/3/4/5%).
Frost Channeling now reduces mana cost of all spells by 4/7/10%. (Formerly only effected Frost spells.)
Frost Warding now increases armor and resistances of Frost/Ice Armor by 25/50% (up from 15/30%), now gives Frost Ward and Fire Ward a 15/30% chance to negate damage caused and restore mana equal to damage caused by the warded spell. (Formerly: gives your Frost Ward a 10/20% chance to reflect Frost spells and effects while active).
Frozen Core: Now reduces damage taken by all spells (instead of just fire and frost).
'Ice Floes moved from Tier 6 to Tier 1 and increased to 3 ranks. Reduces the cooldown of your Frost Nova, Cone of Cold, Ice Block and Icy Veins spells by 7%/14%/20%. (Replaces Improved Frost Nova.) (Formerly: Reduces the cooldown of your Cone of Cold, Cold Snap, Ice Barrier and Ice Block spells by 10/20%.)
Ice Shards: Reduced to 3 points from 5. Now increases the critical strike damage bonus of your Frost spells by 33/66/100%.
Improved Frost Nova: Removed.
Shatter: Reduced to 3 points from 5. Now increases the critical strike chance of all your spells against frozen targets by 17/34/50%. No longer has Improved Frost Nova as prerequisite.
Winter's Chill reworked. Reduced to 3 ranks and now gives your Frost damage spells a 33/66/100% chance to apply the Winter's Chill effect which increases the chance spells will critically hit the target by 2% for 15 sec (previously only increased spell critical strike chance of Arcane, Fire, and Frost spells). Stacks up to 5 times.
